The following are training courses that
have been identified as mandatory training. Standard courses are
required, regardless of the job type or work environment. Additional
Courses are required if applicable to the work environment. With
the exception of First Aid / CPR and Fire Safety & Emergency
Response each standard topic requires one hour of instruction. The
supervisors shall schedule out the training requirements in
conjunction with the Safety Training Program sponsored by the Tribal/CTEC
Safety Committee, and TOSHA Training Center..

At completion of each program, the employee will
be issued a certificate of completion. Copies of all certificates
will be sent directly to the appropriate Human Resource Department
for insertion into the employees file.

New employee safety orientation should begin on
the first day of work. Developing safe work attitudes cannot be
over emphasized and every effort should be made to instill safe
work practices in new employees. The Employee Safety Training &
Orientation Acknowledgement form (1.01) must be completed on each
new employee. The following is listed on the form and shall be covered
in the safety orientation of a new employee.

A. Posters
Poster size shall be 18" x 24" and
laminated. Posters required for each building are as follows:

B. Secondary Containment Labels (for MSDS)
Labels will be at least 1 ½" x 3 7/8" for secondary containment.
The label shall have all four areas on the label:

All areas on the label shall be completed when getting the label
ready for placement on the secondary containment.
C. First Aid Kits
To protect the liability of the Tribe and comply
with first aid needs, all first aid kits regardless of size or location
shall be stocked with first aid supplies only. Items such as cold
medication, aspirins, etc., shall not be purchased or stored in
any first aid kit(s) or sponsored by any department/entity.

Inspections will be performed at the request of
the entity, management, safety committee or TOSHA. Should a written
complaint be made to TOSHA, the Safety Inspection Committee will
not do an inspection.
When requested to complete an inspection the following
shall occur: 1)The inspection team shall select no less than five
(5) people from the inspection committee, lead person will be Bill
Mollenberg, the inspection team leader; 2) Select the Inspection
types to perform based on the work environment; 3) Set a date to
do the inspection and identify who will be our host at the site.

After an inspection is completed, the inspection
team leader will follow-up via weekly telephone conferences on the
sites progress. One month from the inspection date, a second follow-up
inspection will be completed to verify the corrective action plan.
Should a site be non responsive to development of a corrective action
plan, the Inspection Committee will file a written complaint with
the TOSHA safety compliance officerafter the second visit. The following

reducing conflict of interest, the expertise required and availability
of personnel.

My name is Alton "Weep" Weipah. I
have lived most of my life on the Colville Reservation. During
my
younger years I went to school in California and was in the United
States Army. I have worked for the
Government for 20 years in various departments and have been with
the Tribe for almost ten years. At this
time I am employed with the Employment and Training Department as
a Job Development Specialist and
have earned certification as a Safety and Health Specialist.
